Oleg Shakov
For more than twenty-five years, I worked with judicial institutions in Canada and internationally, including in a senior executive role with the Government of Canada, at the meeting point of the judiciary and the wider world. My focus has been the judiciary itself: courts that earn trust, judges who are both independent and accountable, and a public that should never feel shut out of the justice meant to serve it.
My path into this field ran through international affairs and the study of the former Soviet world, and through early work close to reform in transition countries. There I learned how much depends on understanding an institution from the inside before presuming to change it. That conviction has stayed with me ever since.
Professional leadership in court administration.
As a long-standing member of the International Association for Court Administration (IACA), I served on its executive leadership as Vice President for North America and chaired the North American regional board. I also coordinated IACA's Commission on Communication Between Judiciary and Society, focused on strengthening engagement between courts, the media and the public. The thread through all of it is practical: better court management, sound court operations, and real exchange among judges, court administrators and justice-sector leaders worldwide.

My approach is grounded in respect for local institutions and practical problem-solving. I have led and supported justice reform and judicial cooperation initiatives that begin with the realities of each institution, and work toward durable, locally owned results.
